A new stage of systemic reforms in the field of technical regulation has begun in Uzbekistan. The Decree of the President of the Republic of Uzbekistan dated February 16, 2026, No. UP-25 “On Measures to Accelerate Reforms in the Field of Technical Regulation Based on Advanced International Practice” has established a solid legal framework for the development of a modern national quality infrastructure.

The Decree defines the key directions of reform: abandoning formal control mechanisms and introducing a risk-oriented approach; applying international standards in industry; eliminating conflicts of interest within national quality infrastructure institutions; and promoting the broad use of industrial metrology, verification, and calibration of measuring instruments. Particular attention is given to fostering a “culture of quality” encompassing all levels of business activity and consumer engagement.

For Uzbekcooal JSC, this means transitioning to industrial metrology, calibration, and verification of measuring instruments, which directly affects accounting accuracy, product quality, and production safety. Replacing formal oversight with a risk-oriented approach enhances responsibility and transparency in production processes.

The implementation of the new requirements will improve operational efficiency, strengthen consumer confidence, and increase the competitiveness of the Company’s products. In the coal industry, measurement accuracy, reliability of laboratory testing, and compliance with technical requirements are critically important at every stage of production — from coal extraction and processing to transportation and delivery to the end consumer.

Starting January 1, 2027, a national conformity mark, “Conformity Uzbekistan,” will be introduced for products subject to technical regulations, and conformity assessment will be carried out based on a risk-oriented approach. From May 1, 2026, standards of any level will be applied voluntarily in line with international practice. Beginning in 2027, the adoption of technical regulations will be accompanied by mandatory impact assessments on production, entrepreneurship, and product safety using modern digital technologies.

The introduction of these measures will enable Uzbekcoal JSC to improve production processes, enhance energy efficiency and environmental safety, and strengthen product competitiveness in both domestic and foreign markets. The new systems will also create conditions for improving the qualifications of the Company’s specialists and implementing modern quality management systems.

Reforms in the field of metrology предусматривают abandoning outdated practices of mandatory verification of measuring instruments and transitioning to calibration. Laboratories recognized by the International Bureau of Weights and Measures will be exempt from mandatory accreditation. The accreditation system will be reformed to ensure independence and impartiality, creating transparent conditions for the operation of private laboratories and certification bodies.

Thus, the initiated reforms establish a solid platform for the systematic development of Uzbecoal JSC, improving product quality, enhancing transparency in production processes, and preparing highly qualified specialists ready to work in accordance with international standards.
