Korrupsiya masalasi dunyo miqyosida hal etilishi lozim boʻlgan global muammolardan biridir. Bu muammo har qanday davlat va jamiyatning ijtimoiy-siyosiy va iqtisodiy rivojlanishiga jiddiy putur yetkazadigan, inson huquq va erkinliklarining poymol boʻlishiga olib keladigan salbiy illatdir. Shuning uchun ham bugungi kunda korrupsiyaga qarshi kurashish masalasi jamiyatning har bir bo‘g‘inida muhim ahamiyat kasb etib, kundalik hayotimizning muhim masalalari qatoridan joy oldi.

Xususan, “O‘zbekko‘mir” aksiyadorlik jamiyatida ushbu yo‘nalishda bir qator islohotlar, tizimli chora-tadbirlar amalga oshirilib, jamoatchilik bilan ochiq muloqotlar tashkil etilmoqda.

Ko‘mir sanoatidagi eng yirik korxonalardan biri hisoblangan “O‘zbekko‘mir” AJ tarkibida 11 ta tuzilma faoliyat yuritmoqda. “Angren ko‘mir koni”, “Apartak ko‘mir koni”, “Shaxta usulida ko‘mir qazib olish” filiallari ko‘mir qazib chiqarishni amalga oshirsa, qolganlari avtotransport, temiryo‘l va xizmat ko‘rsatish kabi filiallar hisoblanadi.

Ushbu keng qamrovli jamiyat tizimida shaffof va xolis boshqaruvni ta’minlash, korrupsiyadan holi muhitni shakllantirish katta mas’uliyat va intizom talab etadi.

Jamiyat bosh direktorining 2024-yil 10-dekabrdagi 571-sonli buyrug‘i bilan Korrupsiyaga qarshi kurashish sohasiga oid 16 ta ichki me’yoriy hujjatlar yangidan ishlab chiqilib ijroga qaratildi.

Shuningdek, O‘zbekiston Respublikasi Prezidentining 2025-yil 21-apreldagi “Korrupsiyaga qarshi kurashish tizimini yanada takomillashtirish bo‘yicha belgilangan ustuvor vazifalar ijrosini samarali tashkil etishga doir chora-tadbirlar to‘g‘risida”gi PF-71-sonli farmoni hamda “Davlat organlari va tashkilotlarining korrupsiyaga qarshi ichki nazorat bo‘linmalari mustaqilligini ta’minlash hamda faoliyati samaradorligini oshirish chora-tadbirlari to‘g‘risida”gi PQ-147-sonli qarorining ijrosi bo’yicha jamiyatda mavjud korrupsiyaga qarshi ichki nazorat tuzilmasini yangidan tashkil etish, qo‘shimcha shtatlar joriy etish to‘g‘risida jamiyat bosh direktorining 2025-yil 28-mayda 197-sonli buyrug‘i qabul qilinib, ijrosi ta’minlanmoqda.

Bugungi kunda jamiyatda ishga qabul qilish, lavozimdan lavozimga o‘tkazishda qabul jarayonlarida test bosqichi elektronlashtirildi. Yangi ishchi va mutaxassislarni tanlov asosida ishga qabul qilish, mehnat shartnomalariga korrupsiyaga qarshi bandlarni kiritish, shartnomalar tuzishda kontragentlarni tekshirish amaliyoti joriy etilgan.

Jamoatchilik bilan ochiq muloqot ham korrupsiyaga qarshi samarali kurashishning muhim bo‘g‘ini hisoblanadi. “O‘zbekko‘mir” AJ tomonidan bu masalaga ham alohida e’tibor qaratilmoqda. Ijtimoiy tarmoqlar orqali so‘rovnomalar, onlayn muloqotlar tashkil etilib, fuqarolarning murojaatlari bevosita ko‘rib chiqilmoqda. Aniqlangan holatlar yuzasidan tekshiruvlar o‘tkazilib, zarur chora-tadbirlar belgilanmoqda. Joriy yil 1-yarim jilda jamiyat filiallarida sohaga oid 11 ta profilaktik tadbirlar amalga oshirildi.

Shuningdek, korrupsiyaga qarshi kurashishda keng jamoatchilikning qo‘llovi va ishtiroki muhim ahamiyatga ega. Ba’zi hollarda fuqarolar yoki ishchi-xodimlar korrupsiya to‘g‘risida xabar berishga tortinishadi, ishonmaslik yoki shaxsiy xavfsizlik masalalari ularni to‘xtatib qo‘yadi. Shu boisdan jamiyatda murojaatlar anonimligini ta’minlash, shaxsiy ma’lumotlarni sir saqlash kafolati berilishi tusuntirib kelinmoqda. Bu esa xodimlar va fuqarolarni faol bo‘lishga, jamiyatda yuzaga kelayotgan salbiy holatlarga befarq bo’lmaslikka undamoqda.

Jamiyatda yo‘lga qo‘yilgan onlayn chatlar orqali fuqarolar bilan bevosita muloqotlar ana shunday ezgu maqsadlarga xizmat qilmoqda. Korxonaning rahbar mutaxassislari ishtirokidagi ushbu muloqotlarda jamiyat faoliyati, istiqbolli loyihalar va islohotlar haqida axborot berilib, aholining savol va takliflari batafsil o’rganilmoqda.

Shu bilan birga, jamiyatning rasmiy veb-sayti va ijtimoiy tarmoqlardagi sahifalarida maxsus qayta aloqa kanallari tashkil etilgan bo‘lib, har bir fuqaro o‘z murojaati va fikrini yuborish imkoniyatiga ega. Bu esa davlat korxonalarida jamoatchilikning ishonchi va faol ishtirokiga asoslangan boshqaruv madaniyatini shakllantirish yo‘lida muhim qadam sanaladi.

Qisqacha aytganda, “O‘zbekko‘mir” AJda korrupsiyaga qarshi kurashish, kadrlar siyosatidagi shaffoflik, ochiq muloqot va jamoatchilik nazorati kabi mexanizmlar davlat korxonalarida mas’uliyatli boshqaruvning mustahkam poydevorini yaratmoqda. Bu tajriba nafaqat sohaviy samaradorlikni oshiradi, balki mamlakatimizda shaffof va adolatli boshqaruv tizimini yo‘lga qo‘yishda muhim o‘rin tutadi.
